STONE AND CONCRETE POWER
Roman armies won battles, but Roman engineers held the empire together. From the Republic explored in Topic 14 through the imperial centuries, Rome built on a scale few ancient states matched. Surveyors laid out straight roads. Masons cut arches that carried aqueducts over valleys. Concrete and brick faced hills and marshes. These projects were not decoration. They moved legions, grain, and messages. They supplied bathhouses and fountains in crowded cities. A saying later claimed "All roads lead to Rome." That myth captures a real truth: infrastructure turned political control into daily life across three continents. Without engineering, Rome could not have governed Spain, Gaul, Egypt, and Anatolia as one system.
